Difference between the disabled account and disapproved account

There is a big difference between disabled and disapproved account like “right and wrong”.  Your account is disapproved means your site may not be following quality guidelines or content guidelines or adsense policies. For that, you can resubmit your application or you can create other account (if you don’t have one) on the same PC .

Whereas "Your account is disabled” means, it is violating the “adsense policies". In that case you can't create another account on that PC as google ll store the IP address or your PC physical address.Even you create, it ll get disapproved(Here, even approved also, later they ll disapprove).
